		<description>I don&#039;t have a well-developed view at this point.  Actually, I don&#039;t even know if they are already in tightening mode or are just putting out feelers.

At a minimum, it does seem they want to address the concerns of bond vigilantes whether or not they believe them. So, this could be a purely tactical move more than a definite signal until it is confirmed by more actions in the same direction.</description>
