		<description>I do not consider Capital One one of the stronger banks.  Chevy Chase is being pawned off purely because Capital One needs deposits and it got enough TARP money to buy those deposits.  Otherwise, Capital One would have been beholden to the wholesale funding market and have had liquidity problems. They are haemorrhaging losses now that the credit card cycle has hit home.  Let&#039;s hope they actually make it through this period.</description>
